Special Principle of Relativity: A Snowmobile on a Frozen Lake Bed

A snowmobile moves in a straight line across a frozen lake bed. There is no wind and any contact force with the air is insignificant. A flare is fired vertically upward from the snowmobile and returns to ground level. If the driver just observes the motion of the flare relative to himself, can he determine whether the snowmobile is at rest, moving at a constant speed, or speeding up?
